01. Bidding Projects: Universities and Vocational Colleges Account for Over 90%, PKU Shenzhen Campus Secures 38 Million RMB as the Largest Order in July

The structure of bidding data in July is very clear. Universities and vocational colleges have become the absolute main force, with education procurement accounting for over 90% of the winning bid amounts. Among the 46 projects, only 4 are from government platforms, mainly focusing on popular science, cultural tourism, and ecological monitoring.

TOP Projects are as follows:

High Concentration of Million-Level Projects

There is only one project over 10 million RMB: the dual-arm humanoid robot project of Peking University Shenzhen Graduate School, with a project amount of 38 million RMB—the largest order in July. The procurement target is the complete dual-arm humanoid robot.

The 5-million-RMB-level projects include Wuhan University, Fangshan District Ecology and Environment Bureau, and the mining robot cluster of Xi'an University of Architecture and Technology; the rest are mainly at the million and hundred-thousand RMB levels.

Procurement Content Mainly Leans Towards "Practical Training Systems"

Yantai Vocational College procured a multi-scenario intelligent manufacturing production line humanoid robot practical training center for 3.296 million RMB. The winning bidders include Beijing Humanoid Robot Innovation Center (Tiangong/Tiangong 3.0 Pro), UBTECH (Walker S2 EDU), Noitom (inertial motion capture), and others.

Yangtze Engineering Vocational College procured the first phase of the industry-education integration practical training base for embodied intelligent robots for 2.8855 million RMB.

From the procurement list, it can be seen that universities are not buying single robots, but a complete system that includes multiple complete machines, practical training equipment, and teaching support.

02. Brand Performance: Unitree Secures the Most Education Orders, Limx Dynamics Wins Research Orders

The Unitree series (including agents) appeared 16 times in the 46 projects, covering Tsinghua University, Southeast University, Xi'an Jiaotong University, Central South University, Qingdao University, City University of Hong Kong (Dongguan), Tianjin Bohai Vocational and Technical College, Changji Vocational and Technical College, Fuyang Science and Technology Museum, etc., with full coverage from the G1 EDU teaching machine to the H2 EDU flagship machine and the A2-W PRO wheeled humanoid. Agents are its main shipping channels, with a single unit price range of 56,000 to 1.284 million RMB, showing a large span.

Among the winning bid information in July, Unitree appeared the most times, mainly shipping through agents, with a wide price range as its shipping advantage. The winning bid projects of UBTECH and Zhiyuan Robotics are mostly overall procurement including scenario solutions. Limx Dynamics won the bid for the Hong Kong University of Science and Technology (Guangzhou) project, which belongs to the scientific research platform route in July. For education procurement, price, delivery speed, and curriculum support are the main factors for winning bids.

03. Signing Cooperations and WAIC: Humanoid Robots Enter Power, Garment, and Automotive Parts Production Lines

In addition to open bidding in July, there is also multiple signing cooperation information. The following is a summary of information on the signing procurement, factory entry operations, and production line/scenario deployment of humanoid robot bodies in July:

From July 17 to 20, WAIC 2026 (World Artificial Intelligence Conference) was held in Shanghai. Over the four days, humanoid robots and AI are expected to reach an intended procurement amount of about 20.36 billion RMB: the National-Local Co-built Humanoid Robot Innovation Center signed agreements for six major scenarios (firefighting, electric power, retail, automotive, urban services, precision casting) and eight strategic partners (China Unicom, Quality Inspection Institute, Baidu, JD.com, Huahang Weishi, Aerospace Guozhao, Independent Variable, Moxianfei); the unveiling of the first national embodied intelligence practical training field demonstration site (National-Local Center × Huawei); the operation of the Shanghai Humanoid Robot Pilot Test Service Platform (annual production capacity of 2,000 units); and the exclusive overseas cooperation between MagicBot and AliExpress, etc.

The signing cooperations in July are concentrated in actual operation scenarios: UBTECH enters power grid operation and maintenance and South Korean automotive parts production lines, Leju enters high-end manufacturing, and Aitu enters garment factories; data collection training fields begin commercial operations, with the first batch of 200 out of 300 robots in place at the Kaipuyun Wuxi training field; the National-Local Center and Zhuoyide launched a special project for the pilot production of thousands of units, covering R&D, pilot test, mass production, and delivery. Signings were dense during WAIC, but most did not disclose specific amounts and delivery times. They belong to intentional cooperations, and whether they can be converted into actual deliveries requires subsequent tracking.

04. Policy Accumulation: Setting Directions, Providing Scenarios, and Lowering Thresholds

In July, national and local policies were intensively released. Setting directions: humanoid robots are listed as a national-level research topic for the first time; providing scenarios: real-scene practical training enters execution, and local governments set up bureaus and zones; lowering thresholds: rental promotion, pilot test platforms, and insurance are implemented.

On July 29, the Ministry of Industry and Information Technology (MIIT) and six other departments jointly issued a document, listing humanoid robots and embodied intelligence as a national-level research topic for the first time. Hard targets for 2028 were also set simultaneously: multi-modal fusion recognition accuracy of no less than 96%, and the establishment of an edge-side autonomous foundation. This is the most important step this month, which is equivalent to setting the tone for the industry.

In terms of scenario implementation, on July 23, MIIT and the State-owned Assets Supervision and Administration Commission (SASAC) jointly issued a document to promote real-scene practical training in 10 provinces and cities, covering industrial manufacturing, livelihood services, and special operations, with the goal of forming a 10,000-unit-level implementation capacity by the end of the year.

The threshold for enterprise usage is also being lowered. On July 4, MIIT promoted the lightweight rental model nationwide. Small and medium-sized enterprises can opt for short-term rental, time-sharing rental, or managed rental, without having to spend money to buy complete machines right away.

Industry standards are also being gradually improved. The State Administration for Market Regulation (SAMR) released 7 national standards for agent interconnection in July, and the "YD/T 6770—2026" embodied intelligence evaluation standard was released. In addition, the "Interim Measures for the Management of Anthropomorphic Interactive Services of Artificial Intelligence" came into effect on July 15, and the Ministry of Commerce also stated that it will guide foreign investment in advanced manufacturing and humanoid robot R&D.

Local actions are faster and more specific. Shanghai promotes a combination of pilot test and finance, with the first embodied intelligence pilot test insurance implemented, the pilot test platform put into operation with an annual production capacity of 2,000 units, and promoting the listing of related enterprises on the STAR Market; Guangzhou Tianhe sets up an annual R&D fund pool (not exceeding 100 million RMB) and a computing power fund pool (not exceeding 200 million RMB) every year; Foshan Shunde sets up the first embodied intelligence development bureau in the country; Xiamen releases a three-year action plan, with the target scale of related industries reaching over 30 billion RMB by 2028; Ningbo's ten measures provide subsidies based on procurement volume or computing power costs; Zhejiang includes Shangyu, Shaoxing in the provincial embodied intelligence future industry pilot zone; and Beijing adds 10 categories of products including embodied intelligent robots to the trade-in program.
