According to Zhengxiang Zhiku, Starair Aircraft Industry Co., Ltd., manufacturer of the "Aoruola" SA60L light‑sport aircraft, has disclosed that one of its clients — Jiangsu Yahua General Aviation Co., Ltd., with its operational base at Dalu Airport in Zhenjiang, Jiangsu Province — circulated a PPT document titled Flight Check Appointment and Registration Guide in an internal work group this morning.
The document explicitly states:
“The company has received notice from higher‑level authorities that flight‑check operations may now be carried out.
The following flight‑check items can be conducted in the initial phase: annual proficiency checks, periodic checks for sport pilot licences for primary‑category aircraft, and flight‑instructor qualification renewals.
All relevant personnel are requested to prepare required documents in advance and make appointments and register in accordance with procedures.
This applies to flight personnel in East China and shall be implemented in compliance with CCAR‑61 regulations.”
According to the guide, applicants must make a telephone appointment in advance and prepare four types of materials as per the checklist: screenshots of relevant pages of the Cloud License, a valid medical certificate, a completed "Background Check Material" form, and the original "Certificate of No Criminal Record" recently issued by the public security organ. After the initial review by the company and approval by the authority, the oral exam and practical flight can be conducted; those who fail to complete the check or fail the check shall not exercise the corresponding rights of the license.
In fact, the Civil Aviation Administration of China (CAAC) already had the "Provisions on Background Investigation for Civil Aviation" in 2007; background checks are required for aircrew (pilots, cabin crew, air security), air traffic controllers, and airport control zone personnel. The 2014 version of the "Provisions on Background Investigation for Civil Aviation" stipulates that the individual must have no criminal record, no involvement in terrorism or drugs, and no affiliation with illegal organizations; for some positions, the spouse and parents are also subject to background checks.
Zhengxiang Zhiku believes that, under the tone of the "Opinions on Developing New Quality Productive Forces" recently issued by the CPC Central Committee and the State Council, which emphasizes "promoting the healthy and orderly development of the low-altitude economy on the premise of ensuring safety," the resumption of operations by general aviation companies coupled with the simultaneous strengthening of background checks for aircrew is becoming a normalized action in the industry — before taking off, personnel must first be "thoroughly verified".
