As artificial intelligence (AI) large models, intelligent agents, and tokens become industry buzzwords, domestic operators are experiencing a profound identity shake-up: the era of merely being traffic pipelines is over. How to transform networks and computing power into tangible products, and how to balance commercial growth with ecosystem cooperation, are common questions facing telecom giants.
At the 2026 China Unicom Partner Conference, China Unicom officially released the "China Unicom Enterprise Development Atlas System 1.0". Guided by the overarching principle of "Upholding Integrity and Innovating, Advancing Steadily for Long-term Success", and drawing on the imagery of the Chinese knot, the system extends into four ribbons of connectivity, computing power, service, and security. These ribbons connect the four major atlases of service, scientific and technological innovation, products, and integrity, forming a complete closed loop with clear directions for tracks, supported capabilities, valuable products, and guaranteed integrity.
The entire system implements the new development paradigm of "Unstoppable by Size, Unbeatable by Speed, Indestructible by Cooperation" proposed by Dong Xin, Chairman of China Unicom. It runs through the main business line of China Unicom, fully demonstrating the transformation path from a traditional pipeline provider to a digital and intelligent comprehensive service provider.
01 Service Atlas: Anchoring the Business Direction Under National Strategies
The Service Atlas is the top-level strategic blueprint of the entire system, answering the core questions of where China Unicom is heading and what era mission it should undertake. The atlas explicitly identifies the new-generation communication network and computing power network as the focus of the national "Six Networks" construction. It focuses on the four major tracks of connectivity, computing power, service, and security, builds a service galaxy in the digital and intelligent era, and establishes four major goals: broader and denser connectivity, faster and more accurate computing power, closer and more detailed services, and more solid and stronger security.
Chairman Dong Xin proposed at the main forum that China Unicom should play three roles well: the supplier of the computing and network foundation, the practitioner of application scenarios, and the creator of the industrial ecosystem. This is precisely the core portrayal of the Service Atlas.
In the connectivity track, guided by the AIDN (AI-Defined Network) innovative architecture, China Unicom will upgrade towards intelligence, continuously expanding the scale and improving the density of connectivity; upgrading computing and network scheduling capabilities, and innovating product and service forms. Facing the intelligent era, China Unicom will focus on promoting the construction of new-generation communication networks and computing power networks, fully opening the Unicom capability foundation, deepening the whole-chain collaboration of government, industry, academia, research, and application, and joining hands with a wide range of partners to build a healthy, vibrant, and strong new industrial ecosystem.
In the computing power track, Unicom Cloud officially launched the "Computing Power Value Co-creation Action Plan". Based on the trusted token infrastructure of Unicom Cloud, this plan unites partners in various fields such as chips, models, and applications. Focusing on the four dimensions of technology foundation building, ecosystem co-construction, industry co-development, and security protection, it jointly pushes the value of computing power deep into the industry.
In the service track, China Unicom officially released the 15-Minute Ecosystem 3.0 Action Plan and the AI Terminal New Ecosystem Co-creation Action Plan, supported by four major support plans for finance, terminals, business opportunities, and computing power. Investing CNY 10 billion-level resources, it upgrades livelihood services for merchants, property management, channels, and ordinary consumers; and launches the "Four Major Guaranteed Compensations" service commitment to consolidate the bottom line of livelihood services.
In the security track, China Unicom plays the role of the chain leader in the cybersecurity industry chain, upgrades the Mogong 3.0 platform, and releases three major cybersecurity industry chain action plans: the Cybersecurity Industry Chain "Scenario + Platform" Action Plan, the Cybersecurity Industry Capital Synergy Action Plan, and the Satellite Internet Security "Tianshu" Action Plan. It builds a four-dimensional collaborative protection system to build a solid security barrier in the AI era.
The Service Atlas breaks down national macro strategies into implementable business directions for the group, unifies the development goals of the entire group internally, releases cooperation signals to the industry and customers externally, and delivers digital and intelligent services to thousands of industries and households.
02 Sci-Tech Innovation Atlas: Consolidating the Technology Foundation for the Future
The Capability Atlas, also known as the Sci-Tech Innovation Atlas, solves the problem of "what to use to do it" and is the underlying technology foundation behind all China Unicom's products and services. The atlas explicitly states the need to cultivate the foundation of basic research, tackle core technologies, layout more than 30 key fields and more than 40 joint technical research directions, and forward-looking layout a batch of future-oriented frontier industries such as 6G, quantum, and embodied intelligence, following the path of collaborative innovation of government, industry, academia, research, and application.
Chen Fengwei, Deputy General Manager of China Unicom Huasheng Company, pointed out in an interview with reporters that the large-scale implementation of AI terminals currently faces three major industry bottlenecks that urgently need to be broken through: end-cloud collaborative computing and network scheduling, a unified token measurement system, and cross-vendor unified interface standards. Overcoming this series of common industry challenges is precisely the core task of the Capability Atlas.
At the scene of the China Unicom Partner Conference, we can see a large number of technical research practices. Among them, the AIDN Innovation Industry Alliance, together with industry chain partners such as Huawei, ZTE, and Baidu, carries out joint technical research around computing and network collaboration, intelligent computing scheduling, and 6G space-air-ground integration, promoting the evolution of the network towards AI-native connectivity.
In terms of computing power, China Unicom and Shanghai Jiao Tong University have established a joint laboratory, focusing on computing power resource pooling and elastic scheduling of heterogeneous computing power, to solve the industry pain point of low computing power utilization in large model training and inference; and implement the FDE (Forward Deployed Engineer) model to lower the threshold for enterprises to implement AI and help various industries complete AI practices from 0 to 1.
In the field of embodied intelligence, China Unicom's Gewu RaaS platform, as the designated management platform for the World Humanoid Robot Games, has managed and controlled more than 2,000 humanoid robots from 16 countries around the world, completing a large amount of technical precipitation in robot communication and scheduling.
The core logic of the Capability Atlas is not to work behind closed doors, but to collaborate openly. Through joint laboratories, industry alliances, and the FDE talent model, China Unicom incorporates universities, research institutes, and upstream and downstream enterprises into the technical research system, continuously outputting underlying technical capabilities, providing technical supply for upper-level product innovation, and reserving technical trump cards for future-oriented industrial competition.
03 Product Atlas: Completing the Closed Loop of Transforming Technology into Commercial Value
If the Capability Atlas is responsible for polishing technology, the Product Atlas is about transforming hardcore technology into products and solutions that customers can see, touch, and use.
As the slogan introduced during the atlas release states, "Starting from the network, strong in intelligence, creating differentiated capabilities." The four major tracks share the same root and coexist; capabilities forge products, products take root in scenarios, and scenarios create value. The Product Atlas runs through the "1+3+5" brand family system: 1 parent brand, China Unicom; 3 major customer brands, China Unicom Smart Home, China Unicom Wopai, and China Unicom Huishang; and 5 major core product brands, China Unicom Cloud, China Unicom Yuanjing, China Unicom Yunxi, China Unicom Gewu, and China Unicom Mogong.
Lian Shiguo, Deputy General Manager of China Unicom Digital Intelligence Company, mentioned in an interview that the Yuanjing MaaS platform adheres to the three major characteristics of being more updated, stronger, and more comprehensive. It has created the Yuanzhu measurement and billing system to solve the industry chronic problems of a wide variety of tokens, opaque billing rules, and usage black boxes, achieving accurate measurement, traceability, and auditability of tokens.
Facing ordinary consumers, China Unicom innovatively launched China Unicom Rubik's Cube, breaking the traditional package bundling with a "drag and drop" model, implementing the MIIT's industry style requirements of "handle clearly, use with peace of mind", and breaking through 2 million users in just a few months after launch; the service sub-forum launched the Youai Xiaoban 2.0 elderly-friendly AI terminal and the China Unicom Chong Ai pet service platform, focusing on segmented livelihood scenarios such as the elderly, children, and pet-owning families; at the same time, it layouts AI terminal product packages and proposes a formula: AI terminal product package = terminal + application + connectivity + large model, bidding farewell to simply selling hardware and delivering a complete intelligent experience to users.
Facing government and enterprise users, China Unicom Cloud 8.0 relies on "six-computing synergy" to land in projects such as Guizhou Film Cloud, Zhongshan Third Hospital Smart Healthcare, Provincial Government Cloud, and central and state-owned enterprise computing power coordination; Yuanjing Digital Employee achieves 7x24-hour full-channel operations, completing document processing, data analysis, and report filling; China Unicom Yunxi, as an enterprise workflow intelligent agent platform, empowers the marketing and operation of small and medium-sized merchants; China Unicom Gewu platform carries 780 million IoT (Internet of Things) terminals; Mogong 3.0 realizes AI against AI, building city-level security operation capabilities.
The Product Atlas clearly demonstrates China Unicom's transformation logic: transforming from a pipeline operator that only "transmits bits" in the past to a digital and intelligent service provider that "supplies tokens and delivers intelligence". The underlying technology is no longer locked in the laboratory, but sinks to real business scenarios such as consumption, healthcare, education, industry, and property management, tangibly transforming technical capabilities into commercial value and livelihood value.
04 Integrity Atlas: The Ballast Stone for Full-Process Escort to Advance Steadily for Long-term Success
The Integrity Atlas is the risk bottom line and ballast stone of the entire atlas system. Adhering to Party building leadership, it promotes in an integrated manner the deterrence against corruption, the inability to be corrupt, and the unwillingness to be corrupt, upholding the concepts of advocating virtue to consolidate the foundation, being clean and upright in action, and connecting the future with integrity.
The Integrity Atlas is not just an internal disciplinary system of the enterprise; it also extends into the vast ecosystem cooperation system. Chairman Dong Xin explicitly proposed in his speech at the main forum that integrity and honesty should be taken as the consensus for cooperation, building a clean, clear, sunny, and transparent cooperative relationship. This is precisely the core requirement of the Integrity Atlas at the external ecosystem level.
As the chain leader of the cybersecurity industry chain, China Unicom launched the Cybersecurity Industry Capital Synergy Action Plan, aggregating over CNY 60 billion in cybersecurity industry capital, and joining hands with hundreds of ecosystem enterprises to jointly carry out investment layout. Amidst CNY 10 billion-level capital investment, large-scale ecosystem cooperation, and thousands of joint projects, the Integrity Atlas plays a constraining role, embedding compliance and risk control into the entire life cycle of project initiation, joint R&D, capital synergy, and channel cooperation.
Whether it is the CNY 10 billion-level equity resources invested in the 15-Minute Ecosystem, the CNY 18 billion joint industrial investment in AI terminals, or the large-scale capital synergy in the security industry, while expanding business at high speed and conducting large-scale external cooperation, the Integrity Atlas draws a red line, achieving equal emphasis on business development and risk prevention and control, ensuring that the three atlases of service, capability, and product can be implemented safely and steadily, avoiding compliance risks brought by scale expansion.
05 Linking and Closing the Loop of the Four Atlases to Build China Unicom's Complete Development System in the AI Era
One knot with one heart, connecting infinitely; advancing with the times, rushing towards the future.
The entire "China Unicom Enterprise Development Atlas System 1.0" takes the vast stars and planets as the visual design background, which naturally carries a profound implication. In the starry universe, the four atlases of service, sci-tech innovation, products, and integrity are just like four planets shining on each other, while the four ribbons of connectivity, computing power, service, and security, derived from the imagery of the Unicom Chinese knot, cross the star sea to tightly connect the four planets.
This atlas system is also a core component of the "149" achievement system of this conference. The Service Atlas anchors national strategies and clarifies the direction of business tracks; the Capability Atlas relies on collaborative research of industry, academia, and research to provide underlying technical supply; the Product Atlas transforms technology into product solutions for the C-end and B-end, realizing scenario landing and value creation; the Integrity Atlas runs through all links, holding the compliance bottom line of operation and ecosystem cooperation.
The light of stars comes from bit-by-bit exploration. Adhering to "Upholding Integrity and Innovating, Advancing Steadily for Long-term Success", China Unicom anchors the construction of the national "Six Networks", takes the four major tracks as the starting point, unites industrial partners, and lets new quality kinetic energy run through thousands of industries; focuses on technical research, letting the sparks of innovation gather into the bright starry sky of Digital China; bases on the network foundation, strengthens intelligent services, and fulfills the solemn promise to the vast number of customers.
